The HHC is a committee governing all that Bity can say and do. For example, Bity must consult the HHC before brushing her teeth, and for allotted shower length every morning. Neither may she go to any meal or sit down without the HHC's permission. The HHC fully respects Bity's choices in life, however feels that her brain is somewhat inferior and so they get to make the decisions for her.
